Understood. But if your a a drug addict what are the odds you are spending any money on food for your children anyway. You know how many people that try to sell me steaks they bought with their food stamps so they can have cash? Dozens.
Maybe if you are a drug addict, can't hold down a job, you don't need to be in charge of children. Jes' sayin'.

Absolutely! This should be mandatory to receive any type of welfare. If I have to pass a drug test to earn the money (for them), then they should have to pass a drug test to spend my money.
