I always say if you got a problem with the way things are ran then make your complaints heard by contacting your state officials. Ha. Do you live in the U.S.? All the workers you listed ARE randomly tested. This would be a great program but unfortunately this is 2009 and being a low life with no ambition, feeding off society, just means you are a poor victim of circumstances.
