It sounds to me like you just proved that the dog that attacked you WAS mistreated. You say pit bulls and rotweillers are different, but you didn't make a very strong case because you went on to say that the dog was tied up all the time, and not treated like a member of the family as it should have been.

That is an emphatic NO! A ban on pit bulls is not necessary, nor will it work to stop the attacks that are so widely covered in the news.
