A resounding YES! Again the rules really make a lot of sense. You are good enough to be a foster parent to a new born and be over 40, but not good enough to adopt.
You know just hang in there. Unless they are fast tracking termination of parental rights the baby will be over a year old and then it wouldn't be a new born.
